Responsibility for managing
Derby's social housing could be returned to the city council under new plans.
The authority has raised the possibility of taking back control of housing management to make savings and "streamline" decision-making.
Non-profit organisation Derby Homes has managed the city's 14,000 council houses since 2002.
Some tenants are worried they would be less involved in decision making if the plans go ahead.
The council has drawn up 10 reasons for and against keeping Derby Homes.
However, the authority claims that scrapping Derby Homes could lead to "financial efficiencies" of £300,000.
The city council has declined to comment on the proposals ahead of a cabinet meeting in November, which will be followed by a consultation period and final decision in February next year.
