'Single Payment' To Replace Housing Benefit Will Be ‘Phased In’

A single credit that will replace the welter of means-tested benefits, including housing benefit, will be introduced “progressively” over two parliaments, Prime Minister David Cameron has said.  The PM confirmed a deal had been struck between Work and Pensions Secretary Iain Duncan Smith and Chancellor George Osborne over root and branch welfare reform.  Under the changes, a single benefit, or universal credit, will replace housing benefit, income support, incapacity benefit and dozens of other payments.
