David Kidney (Energy Minister) Speech On Energy And Housing At NHF Event (Extract Only) 23/11/09

[The Government] aims to focus increasingly on insulation. We are also looking at what more we can do for the most vulnerable, building on the existing requirement that a Priority Group of low income and elderly households receive 40% of the activity. In a forthcoming consultation we will propose a ‘Super’ Priority group of the most vulnerable consumers within this group – such as older, poorer households. Last year our PM committed us to insulating a total of 6 million homes between 2008 and the end of 2011 and we aim that by 2015 every home in the GB able to take loft and/or cavity wall insulation that wants it, will have received it. The new Community Energy Saving Programme (CESP) which began on 1 September has been designed to promote a 'whole house' approach to delivering energy saving measures, and to treat as many properties as possible in defined low income areas.
