Government established a new regulator, the TSA, for social housing through the Housing and Regeneration Act 2008. The Government has accepted the case for cross-domain regulation in order that the TSA might work to raise the standard of services for tenants no matter who their landlord is. In August 2009, CLG published for consultation its proposals for implementing cross-domain regulation. These proposals drew on the recommendations of an advisory panel chaired by Professor Ian Cole. The CLG has received 54 responses to its consultation document: these responses are summarised (24 pages, pdf document)
