Evaluation of the Impact of HMO Licensing and Selective Licensing

CLG commissioned the Building Research Establishment (BRE) to review the HMO licensing regime across all local authorities in England. It has focused on the practical implications, effectiveness and the impact of HMO legislation since implementation. The BRE have consulted all local authorities in England, and have received evidence from other key stakeholders, and the Report will help shape the future development of HMO licensing policy.
