Area Wide Viability Model

The Area Wide Viability Model is a tool designed by the HCA to help local authorities prioritise and plan their investment in all types of housing supply. The model can test the viability and the achievability of planning requirements – affordable housing, section 106 and local tariffs - for mixed tenure residential sites with differing characteristics across an area. It does this by:
* analysing the differences between selected development types in different localities and sub markets.
* assessing the deliverability of potential planning obligations and standards across a local area by considering their impact on development viability across a range of site types; and
* allowing consideration of the mix of planning obligations which can support housing and affordable housing and infrastructure ambitions with and without public investment.
