This consultation sets out the details of the scheme and the rationale for the proposed mechanisms. It also sets out how the scheme sits within the wider context of the Government’s locally-driven growth strategy. This is largely a technical consultation for local authorities. In the current financial circumstances, it is important that the final scheme is announced alongside the local government finance settlement early in the new year so that local authorities have clarity when they set their budgets and council tax in March.
