In March 2010 the then Government published Council housing: A real future (Prospectus), marking the start of a period of consultation on proposals to replace the current centralised system of financing council housing services. The proposed new system would involve local authorities becoming self-financing, taking on responsibility and accountability for their housing services and no longer being subject to the annual redistribution of rental income. The Government has now published a summary of responses received by the CLG to a consultation held between March and July 2010 on proposals for the reform of the current system of council housing finance. The summary sets out the main messages emerging from the responses to the consultation. It is a neutral record and makes no attempt to provide the current Government’s views on the responses or their policy position.
