It said Communities Secretary Eric Pickles' announcement that the powers would be retained with amendments to the regulations “to protect civil liberties” was pleasing news. Grant Shapps had previously announced, whilst shadow housing minister, that the powers would be scrapped altogether. New amendments will mean:
* Local authorities will only be able to use the powers on homes that have been empty for more than two years, up from 6 months at present.
* Local authorities will need to give owners three months notice of an order being made.
* local authorities will only be able to use the powers on empty homes that affect neighbours.
