Mr Betts: To ask the Secretary of State for Communities and Local Government whether the Housing Revenue Account is treated as a landlord account; and whether rents paid by tenants may be used other than for the benefit of tenants.
Andrew Stunell: The housing revenue account is a ring-fenced landlord account operated by all councils in England with 50 or more council homes. All expenditure within the housing revenue account must be accounted for under items 1-10 listed under part II, schedule IV of the Local Government and Housing Act 1989 as amended.
