Councils have dismissed plans to make it easier for
developers to renegotiate section 106 agreements as ‘unnecessary, costly and
counterproductive’. In a formal response
to the government’s proposals to allow the number of affordable homes required
through planning agreements to be reduced, the Local Government Association
argues councils are already negotiating with developers where appropriate. ‘Any perception that councils are asking for
unaffordable “nice to haves” through planning which in these difficult times is
rendering development unviable is wrong,’ it said. The LGA said development is
being held up by the market and access to mortgages, not section 106
