A cross-party group of councils is challenging the
government’s decision to allow developers free rein to convert offices into
flats. Four London boroughs are bringing a joint action against the revised
General Permitted Development Order (GPDO) which the government introduced back
in May. According to the councils, under the order local residents and councils
are powerless to object to, prevent, or impose conditions on certain types of
development including the conversion of any office building into housing. With
no need for planning permission, residents' rights to be notified in advance
and to raise any objection have been swept away. The councils say they have
lost the ability to protect office space, and they are not able to demand that
the new homes are affordable or even meet basic space standards. Read more on
