The conflict between welfare and housing policy is
causing increasing homelessness and should be subject to a national review,
according to the CIH. Local authorities now have more freedom to help homeless
people by finding them a home in the private rented sector – but welfare reform
means private landlords are increasingly reluctant to let to people who claim
benefits. Private rented tenancies coming to an end is now the most common
reason for homelessness - in the first quarter of 2014 it accounted for 27% of
all homeless acceptances (a figure that has been steadily rising since 2009).
