Dover District Council could end up with a £3.5 million
bill for new social housing after a private developer reportedly backed out of
its section 106 agreement. Construction of the first 74 private homes is
underway. However, a new DDC report said that developer Philip Jeans "has
indicated that he no longer wishes to enter into a build contract for the 26
affordable homes". The DDC can acquire the land for the sum of £1 in order
to deliver the affordable homes. Officers recommended either directly funding
them or selling the plot to housing association Town & Country, again for
