Commenting on David Cameron's speech on housing, which
included a pledge to build 200,000 discounted 'starter homes' for first-time
buyers, Gavin Smart, interim chief executive at the CIH, said: “We’re currently
building less than half the number of new homes we need – the result is a
housing crisis in which millions of people are being priced out of a decent
home. So we welcome the focus on supply
and affordability that the starter homes scheme represents. But we are very
concerned about these sites being exempt from section 106 agreements, which
usually require social or affordable homes to be built as part of a
development, for people on lower incomes.
This smacks of building for one group of people at the expense of
