The ‘starter homes’ planned by the Conservatives could
replace affordable housing in planning agreements, the party has confirmed. The
current CLG scheme allows developers to be exempt from section 106 and
community infrastructure levy charges on under-used brownfield land as long as
they offer a discount of at least 20% on the homes built to first time buyers
under 40. The party has now confirmed the starter homes would be counted as
affordable housing in the National Planning Policy Framework, and therefore
could be provided instead of homes for social or affordable rent, or for low
