Lord Kerslake has renewed his attack on the government's
plans to extend the right to buy and said he "has a duty" to speak
out about something so "fundamentally wrong". Fresh from his maiden
speech in the House of Lords, the former head of the civil service repeated his
claim that the proposal to extend RTB to housing associations is "wrong in
principle and wrong in practice". Lord Kerslake acknowledged that he had
gone against the parliamentary tradition of not making a controversial maiden
speech but felt compelled to speak out on the issue. He said feedback from
