The Budget shows that the government will again review
security of tenure. The Budget document said: ‘The government will review the
use of lifetime tenancies in social housing to limit their use and ensure that
households are offered tenancies that match their needs, and ensure the best
use is made of the social housing stock.’ The previous coalition government’s
Localism Act allowed social landlords to use fixed-term tenancies. The act
required councils to develop a tenancy strategy under which associations must
