"Everyone In" - a drive to get every rough sleeper into their own room in a hotel or another form of supported accommodation so they had space to lockdown - was announced by the government as a lifesaving measure in March. It is nowhere to be seen this winter, forcing thousands of England’s most vulnerable people to choose between risking Covid infection and freezing on the streets.
