The decent homes programme has not been successful in London, according to Homes and Communities Agency regional director David Lunts. The programme sets authorities the target of ensuring all their social housing meets a standard of decency by December of this year. But a number of London boroughs, many of which set up ALMOs to unlock extra funding under the programme, have failed to meet the targets and have had to have their deadlines extended. Mr Lunts said: ‘London has by far the biggest overhang of non-decent social housing stock, the decent homes programme in London has not been a great success in relative terms.
