A local authority in the West Midlands has vowed to
"protect working families" by announcing plans to freeze all council
housing rents. The move by Dudley Council - along with a decision not to
increase council tax - means its tenants will face lower costs than nearly anywhere
in the country. The proposal to freeze the rents mean average rates will
continue to be £82.54 per week over a 50 week year. The council says that the
move bucks a national trend as local authorities take advantage of a new
