55 councils are set to have their planning powers limited after failing to meet the government’s housing delivery targets. The latest Housing Delivery Test results show that 55 councils failed to deliver at least 75% of the number of homes estimated by the government to be needed in their area over the past three years. All 55 councils will become subject to the “presumption in favour of sustainable development”, meaning they will be forced to give greater weight to the government’s National Planning Policy Framework than their local policies on sites not included in an up-to-date local plan.
