Ministers have been warned against introducing rigid fixed-term tenancies, as detailed discussions begin on the Localism Bill. The wide-ranging bill entered committee stage in Parliament on 25 January, where a cross-party group of MPs including ministers and shadow ministers, hears evidence from interested parties. David Orr, chief executive of the National Housing Federation, asked for the government to reconsider its proposals for fixed-term tenancies that could last as little as two years. Richard Capie, director of policy and practice at the Chartered Institute of Housing, questioned assumptions over the impact restricting housing benefit will have on private sector rents. Campbell Robb, chief executive of charity Shelter, said that he was concerned that the scrapping of regional house building targets would result in a lack of homes being built.
