Mr Betts: To ask the Secretary of State for Communities and Local Government whether the Housing Revenue Account is treated as a landlord account; and whether rents paid by tenants may be used other than for the benefit of tenants.
Andrew Stunell: The housing revenue account is a ring-fenced landlord account operated by all councils in England with 50 or more council homes. The main source of income in the housing revenue account is from rents and service charges. Transfers across the ring-fence are not routinely allowed. All expenditure within the housing revenue account must be accounted for under items 1-10 listed under part II, schedule IV of the Local Government and Housing Act 1989 as amended.
