Tenant representatives need better information, training and
support if they are to play a meaningful role in projects to transfer housing
stock from local authorities to housing associations and other private sector
providers. As the coalition government
prepares to introduce a new statutory right to transfer for tenants of local
authority housing in England,
new research from the Institute of Education (IoE), University of London
shows that without better education for their role, tenant representatives will
remain unequal partners in such projects. Critical thinking skills are

representatives currently treats them as passive recipients of neutral
