Westminster Council plans to introduce payment by results
and an innovation fund as part of a new three-year strategy to tackle rough
sleeping in the borough. The local authority says it will introduce a payment-by-results
element to new contracts to ensure that it focuses on commissioning services
‘that make a difference’. A spokesperson
said the percentage of the contract value that is held back until targets are
