Just one council has undertaken the first stage of a
10-step flagship government scheme to tackle homelessness, eight months after
its launch. The ‘gold standard’ benchmarking scheme was launched by the
government in April and requires councils to deliver on 10 key homelessness
commitments. These include restricting the temporary housing of homeless
families in bed and breakfast accommodation. It was criticised from the outset
by experts for lacking ‘teeth’ because councils are not legally obliged to
participate. There was a 6 per cent increase in homelessness in the last
