Developers should not be made to pay section 106
contributions unless there is a ‘pressing need for them’, the planning minister
has said. Nick Boles slammed local authorities for ‘pocketing’ millions levied
from developers to fund infrastructure, amenities and affordable housing. The
minister said: ‘Such levies add to the cost of building homes and business
expansion. If there is no pressing planning need for them, they should not be
