The man brought in to ‘rescue’ universal credit has been
working part-time since Christmas due to being off sick with bronchitis, the
government has said. Howard Shiplee, who was previously the director of
construction for the London 2012 Olympics, was hired in May 2013 following the
departure of the last director. The DWP scheme has been plagued by problems,
with Iain Duncan Smith admitting in December that the roll-out may miss its
