A new English social housing regulator is likely to be
created following a government review of the Homes and Communities Agency. Inside
Housing understands the review, which launched in March and is due to report
its findings soon, will recommend splitting the Homes and Communities Agency’s
(HCA) regulation function off into a separate body. The new regulator would
have the power to set its own fees and control its own budget. The move follows
increasing concern about the potential for conflicts of interest caused by the
