England’s population of private renters has continued
dominate the shifting demographics of tenure over the last year, according to
the latest English Housing Survey (EHS), with 4.5 million households now
finding a home in the sector. Owner occupation remains the top tenure, but its
composition has shifted despite headline rates remaining unchanged for the
third year in a row. Out of the estimated 22.8 million households in England,
14.3 million or 63% were owner occupiers, down from its 2003 peak of 71%. However,
the EHS reveals that the number of people who own with a mortgage has declined.
In 2016/16 34% of households were outright owners while 29% were mortgaged
owners. The latter group has declined from 31% in 2013/14. Download the survey
