The government has launched a consultation on new
guidance for councils on how to help victims of domestic abuse access social
housing. Under the guidance, local authorities would be told to prioritise
domestic abuse victims in refuges for social housing. It also stresses that
victims who have fled to other parts of the country to escape abuse should not
be disadvantaged by allocations systems, building on advice in the existing
