The Department for Work and Pensions (DWP) has agreed to
alter the way it administers Alternative Payment Arrangements (APAs), which see
the housing costs element of Universal Credit channelled straight to landlords
rather than being included in claimants’ monthly awards. APAs are currently
paid over 13 four-weekly cycles throughout the year, despite being deducted
from tenants’ Universal Credit claims on a monthly basis. This will change to a
monthly cycle. Social landlords have complained this system is causing
confusion because there is one four-week cycle where no APA money would be
