Long awaited guidance on stock transfers from local
authorities was published by the government today, paving the way for transfers
to go ahead. A consultation on the housing transfer manual, which lays out the
procedure for local authorities to transfer stock, closed in September. The
manual does not deviate from the recommendations in the consultation paper,
introducing a mandatory requirement for councils to consider ‘social policy
